National Education Law no. 1/2011, art. 119:
- (1) In state higher education institutions, education is free of charge for the tuition fee approved annually by the Government and for a fee. The amount of the fee is established by the university senate, according to the law;
- (3) Higher education institutions have autonomy in determining the amount of taxes and have the obligation to communicate them to all those interested, including on the university website.
Structures that finance higher education:
- Ministry of Education (ME)
- National Council for the Financing of Higher Education (CNFIS)
- Executive Unit for the Financing of Higher Education, Research, Development and Innovation (UEFISCDI)
- National Council for Statistics and Forecasting of Higher Education (CNSPIS)
In this sense, universities ensure their funding both through institutional financing - from the state budget as well as through own funds – from tuition fees and other fees, services, non-reimbursable financing, other sources. laws
Institutional financing
Institutional financing is made according to LEN no.1 / 2011, with subsequent amendments and completions, and subsequent regulations (financing methodologies). The Ministry of Education allocates several types of funds to higher education institutions, on a contract basis:
- Basic Financing (72%)
- Additional funding (26.5%)
- Institutional Development Fund (FDI) (1.5%)
- Special Situations Fund (SSF)
- Complementary financing
- Scholarships and other student protection measures
Basic financing
It covers the following categories of expenses:
- Staff costs (CP) - „salaries for teaching staff, teaching and non-teaching assistants, research staff involved in the development of study programs, sports ”;
- Material costs (CM) - „subsistence and household expenses, expenses for materials and functional services, research expenses related to study programs, inventory items, current repairs, books and publications, staff development, protocol, labor protection, etc. ”
- "expenditure on support for educational and human resource development projects "
- "Expenditure on the direction of higher education institutions for the conduct of a study program".
Basic funding is based on a methodology developed by CNFIS and approved by the MoE, per capita.
To understand how the fund received by each university is calculated we need to understand the difference between physical students - the total number of students enrolled in higher education, and unit equivalent students - weighting the number of physical students of a university with equivalence and cost coefficients.
The basic funding is calculated taking into account the study cycle and the form of education, the language of instruction and the branch of science.

The core funding is actually "how much money the university receives for a student”And is calculated by multiplying the unit allowance (6.346 lei according to the latest available data) with the equivalent student unit. The fund for a unit equivalent student is calculated by multiplying the number of physical students by the coefficients presented above.

Additional funding
It is based on the criteria and quality standards established by CNFIS and approved by the MoE, depending on 4 categories of performance indicators:
C1. Teaching / Learning (22%)
C2. Scientific research / artistic creation (46%)
C3. International Orientation (12%)
C4. Regional orientation & social equity (20%)
ANOSR considers that universities should be funded to a significant extent depending on their performance and the quality standards they meet.
Institutional Development Fund (IDF)
FDI is aimed primarily at the best performing higher education institutions in each category (education-focused universities; education and science research universities; education and artistic creation universities; advanced research and education universities) and is allocated according to competitive standards-based criteria. international. This fund is accessed through a competition project, on various areas:
- Increasing social equity, with a view to social inclusion and increasing access to higher education, linking the educational supply with the demand of the labor market (including those related to career counseling and guidance);
- Internationalization of higher education in Romania;
- Ensuring the proper functioning of university botanical gardens, teaching stations, practice bases and other infrastructures to support teaching activities within universities;
- Supporting the activities of student entrepreneurial societies (SAS) within universities;
- Improving the quality of teaching, including compliance with academic ethics and ethics;
- Supporting research excellence in universities.
Special situation fund
It is available to the Minister of Education and is allocated to state higher education institutions that request support to finance special situations that involve urgent or unforeseen expenses. It can be accessed to take advantage of development opportunities that arise in teaching and research, or to deal with special or unforeseen situations.
Complementary financing
It is established by the complementary contract and covers the fields related to the teaching process: the expenses for the dormitory-canteen subsidy, funds allocated on basis of specific priorities and rules for endowments and other investment and repair costs.
